Driver blamed for parking lot plunge

The city administration has blamed an accident in the parking structure at the South Jakarta municipality office on driver error.
"We believe the parking building meets all the safety standard requirements," Jakarta Property Management and Control Agency head Hari Sasongko said Tuesday at City Hall.
"The human error factor accounted for the accident because the driver was inexperienced in driving an automatic transmission," he said, adding the agency did not carry out an investigation into the accident.
A black Toyota Altis, owned by administration official Alian Saputra of the National Land Agency, plunged Monday afternoon from the first basement floor of the municipality's multistory parking structure to the second basement floor, Warta Kota daily reported Tuesday.
Sugandi, a driver for the city, reportedly put the vehicle in reverse instead of neutral when attempting to park, causing the car to roll back at "a high speed", smash through an iron fence and fall to the second basement floor.
The driver was not hurt and no other injuries were reported in the accident.
Governor Fauzi Bowo said the accident would not have occurred had the driver not been driving at such a "high speed since all factors pertaining to human err have been taken into account in the building design".
Following the accident, Hari said he was considering requiring all parking buildings to set aside their first and second floors exclusively for vehicles with automatic transmissions.
Monday's accident is just the latest in a series of accidents at multistory parking structures.
The last such accident occurred last month at the Menara Jamsostek building in South Jakarta, claiming one life.
Two car plunges occurred last year at the Permata Hijau International Trade Center in South Jakarta, with a family of three dying in one of the accidents.
The property management agency plans to inspect 300 parking buildings in the capital after surveying 22 structures and determining eight were unsafe.
